Abstract: Performance monitoring and evaluation systems in the South African local government

Performance Monitoring and Evaluation Systems (PM&Es) are continuously increasing and are being used worldwide by organisations to track progress, and to measure and evaluate the outcomes of their projects. This article investigates the effectiveness and efficiency of PM&Es in local government in South Africa. Best practices are explored from various international practices used by organisations and from other countries who instituted PM&Es. The PM&E process is used to address past inequitable policies and evaluate future practices in government to further promote accountability and good governance. The conclusions are drawn and the recommendation from this study may also be applicable to any level of government, as well as the private sector. Against this backdrop, the study recommends the speedy implementation of PM&Es through the formulation of appropriate systems designed with baseline information to formulate
