As the realities of climate change become more evident, countries are continually developing adaptation and mitigation strategies to ameliorate the effects. Policymaking is a major tool being used globally and at all levels of governance to manage climate change and its effects. In many developed countries, there are structured climate change policy frameworks that address distinct sectors of the economy, which also allow for accountability. However, the same cannot be said of the cities in developing countries. Lagos is the largest city in Africa and is projected to be one of the top ten largest cities in the world by 2030. This means that there will continue to be an increase in the construction of housing units to accommodate the teeming population.
