A performance management system plays a crucial role in an organisation that seeks to realise efficiency and effectiveness, and eventually internalise a performance culture among its leadership, management and staff. Performance management in the public sector, especially local government, has been relegated to the management of performance by employees against the set organisational goals that are embodied in their departmental strategic plans.
The aim of the study is to explain this weakness in local government's performance management system and highlight the consequences it has for the organisation.
