Abstract: Examining leadership and mandates as critical success factors of e-Government in South Africa

The paper discusses leadership roles and mandates of the different institutions involved in collaborations for e-Government in South Africa. These are two of eighteen critical success factors found in research by the author. The purpose of the paper is to provide details of the nature and form of challenges pertaining to these factors and to provide proposed solutions from eleven practitioner respondents from both the public and private sector. This was a qualitative study that utilised in-depth interviews to gather data from the respondents and the analysis was conducted through NVivo v.11. Respondents viewed the current leadership as poorly profiled within the various institutions of e-Government. To be effective, the institutions had to be in top offices such as the Presidency and the leadership adequate, with enough authority to influence e-Government and assigned to duties aligned to their skills.
