In Africa, administrative culture as a useful concept to comprehend how public administration operates is dwarfed by two other cultural concepts, namely: organisational culture from an industrial psychology perspective and political culture from a political studies perspective. To some extent, the lack of understanding of the concept of administrative culture in African governments promotes grand and petty corruption, maladministration, mistrust, irregularities and instability. The main purpose of this article is to provide a theoretical view of administrative culture from an international perspective, the rule of law and an Africa perspective vis- -vis the west perspective, and then to apply this to the current status of administrative culture in African governments. The article also provides deontological and teleological perspectives of administrative culture, sources of African administrative culture, and the foundation of Africa
