Abstract: Examining the Embeddedness of Climate Change Mitigation in the Multilevel Governance System: The Case of Polokwane Local Municipality, South Africa

Climate change has become a pressing environmental problem across the world. The inherent global nature of climate change has led to the domination of international negotiations and national commitments as the major mitigation tools. However, literature provides concrete evidence that national governments have failed to circumvent the continuing greenhouse gases (GHG) and mitigate climate change. As such, there is a rapidly growing awareness that the ultimate success is dependent upon the infusion of climate change mitigation into the multilevel governance system. The multilevel governance approach is based on the coordination, cooperation and collaboration of the national and local governments, and the private sector in the formulation and implementation of climate change mitigation actions.
