Abstract: A Conceptual Framework for Systematic Project Planning Towards the Successful Delivery of Infrastructure Development Projects in the Public Sector

The ultimate goal of any infrastructure project delivered in the public sector is to meet the needs and requirements of the intended stakeholders and beneficiaries. That is, the effectiveness with which the outcomes of the project meet the needs that have neccesitated the initiation of the project is critical in determining the project success. In this regard, project success can only be achieved and evaluated post the project hand-over phase, in the operations and maintainace phases thereof. With the increasing complexities in the delivery of infrastructure projects, there are unsatisfactory outcomes and scepticism in the application of the traditional methodologies for project planning and implementation in major infrastructure projects in the public sector. Of particular concern is that the traditional project planning and management methodologies primarily pay attention to the actual infrastructure projects, with little, if any,
