The post-apartheid South African government seeks to develop a new cadre of public servants that possess competencies appropriate to drive transformation and promote excellence in service delivery. This article sets out to advocate for e-Learning as an effective driver of appropriate public service education training and development in the current era. It presents and examines efforts of the National School of Government to address the latter needs. The model espouses the values of financial economy, quality, accessibility and social justice. Firstly, the historical verities of deliberately designed mediocre race-based education, training and service delivery are sketched as context for the demand for a professional cadre of public servants.
