Abstract: Disability Inclusion in Technical and Vocational Education and Training Legislation and Policy: A Comparison of South Africa and Eswatini

Globally, it is recognised that the Technical and Vocational Education and Training sector plays a key role in the attainment of a country's sustainable economic development goals. In Africa, the Technical and Vocational Education and Training strategy forms a major part of the continent's plans to achieve growth through advancing education. It emphasises equipping the youth, through specialised technical training, with the requisite skills to enter and perform well in the job market. A segment of those needing these skills are youth with disabilities. Generally, youth with disabilities face higher unemployment and several challenges to accessing education, so the active role many of them could play in the continent's development is not fully realised. Legislation and policy should commit countries to more inclusive development trajectories by giving attention to education for the highly marginalised youth with disabiliti
