All categories of public institutions across the globe and in South Africa are created out of a need to promote public good. Public good, simply put, is fulfilling the mandate of the Constitution of the Republic of South Africa 1996 and subordinate legislation, satisfying emerging societal needs, as well as responding timeously to promises made by politicians during election campaigns. It is for this reason that when performance is below par, members of the public are justifiably angry. This anger often translates into protests that are unpredictable as they seldom end peacefully. The emergence of a publication on performance management brings hope that service delivery and performance related challenges may be remedied through research and laying out of the bare facts, hence the motivation to review
