Abstract: Public Service Inefficiencies and Necessary Changes for the Post-COVID-19 Epoch

The public service will never be the same again at least in respect of the working arrangements. This may be a likely common view among analysts and public service practitioners, among others, who witnessed the impact that the COVID-19 pandemic had on the public service, especially between 2020 and 2022. These are the years in which alternative work arrangements of working remotely, scheduled office rotation, and a combination of both (blended) were implemented as an obligatory means in public service. Whether or not the three work arrangements have been effective, especially in government (public service), is still a mystery to be uncovered through focused post-COVID-19 performance analysis studies. The key question currently is whether or not the public service is ready to take advantage, for its benefits, of the ensuing changes on work arrangements.
