Abstract: Nature and purpose of developmental local government : case of the Limpopo Province

This article argues that local government is a sphere of government through which the national government delivers its services to the people. Local government as such, is a systems that is well positioned to deliver service to communities and to implement the Reconstruction and Development Programme (RDP). However, local government, through municipalities, can deliver services to communities where community involvement and participation are strong. The article is conducted within the qualitative paradigm, based on a literature review, personal visits to and interviews with traditional leaders and elected municipal councillors of municipalities such as the Lepelle-Nkumpi and Aganang municipalities in the Limpopo Province. The primary findings are that the establishment and practices of the developmental local government are constituted.
