Monitoring and Evaluation (M&E) has become part of the new management and accountability tools being used by the present South African government aimed at fast-tracking service delivery and ensuring hands-on performance by political leaders, government departments, ministries and extra-ministerial public office bearers. The introduction of the M&E system is essential for continuous appraisal of levels of performance of government projects and programmes and its coordinating institutions and individuals alike.
