Namibia is a unitary state with three levels of government: national, regional and local. Government comprises twenty ministries that provide services and supervise national development within the specific sectors it has created. One such ministry is Health and Social Services (MOHSS). The overall aim of the MOHSS is to provide primary health care services to the Namibian people focusing on the prevention and cure of disease in an efficient and effective manner. Although Namibia has an elaborate institutional setting in which to provide health services, the scale of the HIV/Aids pandemic poses a great challenge to the efficacy of its health system.
